Council Endorses Preliminary Goondiwindi CBD Streetscape Plan

Goondiwindi Regional Council last month endorsed the preliminary CBD streetscape design, marking a significant milestone in the long-term revitalisation of the Goondiwindi town centre.
The endorsed design reflects extensive community consultation undertaken earlier this year, including input from a project steering committee with local CBD business representatives, key stakeholders including local businesses, the Goondiwindi Chamber of Commerce and Goondiwindi Garden Club, and the broader community. A total of 452 submissions were received and helped refine the preliminary design now adopted by Council.
Goondiwindi Regional Council Mayor, the Honourable Cr Lawrence Springborg AM, said "It represents a significant body of work involving community members, businesses, stakeholders and Council working together to shape a shared vision for our CBD.
"We are proud of all our CBDs. Visitors and residents often tell us how attractive, welcoming and vibrant they are. This project provides a clear roadmap to maintain and strengthen that positive reputation for decades to come."
While the Inglewood, Texas and Yelarbon communities have benefited from significant revitalisation projects in recent years, the Goondiwindi CBD has not undergone a major refresh for around two decades.
Mayor Springborg said, “The consultation demonstrated broad support for the proposed direction shared earlier this year, while also providing practical suggestions that have now been incorporated into the endorsed preliminary design.”
The community strongly supported additional seating and shade throughout the CBD, revitalisation of the boat ramp precinct, increased tree planting along Marshall Street, the resting place of the bird theme and feature lighting to create an attractive and welcoming streetscape.
"The consultation also reinforced the importance of maintaining safe sight lines at intersections,” said the Mayor.
Accessibility was another recurring theme. Feedback supported improved pedestrian connections and additional accessible seating, all of which have informed the endorsed design.
Council is now investigating options for an easement connecting Marshall Street to the new Bowen Street carpark, with those investigations informing the final location of a new pedestrian crossing. The design of this crossing will minimise the loss of carparks from the main street, a concern raised by locals.
The community also asked Council to carefully consider ongoing maintenance requirements of the design and to deliver the project in a financially responsible way. Council appreciates the thoughtful and constructive feedback received from the community.
Council's 2026-27 Budget includes $950,000 to commence streetscape improvements along Herbert Street between Bowen and Marshall Streets, including construction of a new roundabout at the Herbert and Bowen Street intersection. $400,000 has also been allocated in this year’s budget to the new Bowen Street carpark, providing direct pedestrian access to Marshall Street. This work compliments the roundabout works that are currently underway at the Marshall and Moffatt Street intersection.
The project will now progress to the staged detailed engineering design, including refined cost estimates and staging that positions Council to secure external funding opportunities as they become available.
"This is a long-term project that will be delivered in stages over a number of years and allows us to be ready as funding becomes available," Mayor Springborg said.
"A staged approach allows Council to spread investment across multiple budgets, minimise disruption to businesses and the community, and deliver each component to a high standard.
"We recognise there will always be differing views on projects of this scale. The consultation undertaken throughout this process has provided valuable insight into community priorities and has resulted in a stronger design. The endorsed preliminary plan provides a clear pathway to enhance the CBD of Goondiwindi while preserving the character and identity our community values so highly," said the Mayor.
