Lodge a Request

Under the Right to Information Act 2009, the Information Privacy Act 2009 and the Queensland Privacy Principles (QPPs) any person has the right of access to most documents held by Goondiwindi Regional Council. Documents held by Council include paper files, microfiche, print-outs, computer records, files, visual material, and audio recordings.

Before Lodging a Formal Application

Before submitting a formal Right to Information (RTI) application, we encourage you to check if the information is already available:

  • Through GRC’s Publication Scheme
  • By contacting the relevant department to request the information through administrative access

Administrative Access

Administrative access means providing information informally where possible such as over the phone, by email or letter – without the need for a formal application. 

This applies to:

  • General, non-sensitive Council information
  • A person’s own personal information (eg. rates notices)

If the information is not suitable for release administratively (eg. contains third party personal or commercial information), you may be directed to submit a formal RTI application.  

Submitting a Formal Application

As of 1 July 2025, all applications (whether for personal or non-personal information), are processed under the Right to Information Act 2009.  The Information Privacy Act 2009 no longer provides a separate access pathway. 

The formal request must:

  • Be in writing (use of the approved form is encouraged but not required)
  • Provide sufficient detail to identify the documents requested
  • Include certified identification if seeking your own personal information
  • Provide an address for correspondence (either email or postal)

Council will determine if the information or document requested is available under the provisions of the Right to Information Act 2009.

Fees & Charges

Applications relating to 'personal information' do not require an application fee.

If required to pay, you will be given notices outlining:

  • That you are required to pay a charge
  • What the estimated charge may be
  • What the basis is for calculating the estimate
  • That you can consult with the agency to amend the application in order to reduce the charge
  • That you must agree in writing to pay the application charge, withdraw or request waiver of charges on the grounds of financial hardship.

Processing Timeframes

Council has 25 business days in which to provide applicants with a decision regarding access for information.  This timeframe may be extended in certain circumstances as outlined in Section 69 of the RTI Act.

  • Cheque - crossed, marked 'not negotiable' and payable to Goondiwindi Regional Council
